The Kerem Tunnel, Israel's first bike tunnel, opened as part of Jerusalem Ring Path. This 42-kilometer cycle path surrounds Jerusalem.

Around NIS 25 million were earmarked in the project, budgeted by Elkin's ministry The Tourism Ministry, the Jerusalem Municipality as well as the Gihon Corporation and the Jerusalem Purification and Sewerage Works, and the work was carried out by the Jerusalem Development Authority.

Elkin explained that the Kerem Tunnel project is an essential tool for achieving the goal to change the way of thinking and transport throughout Jerusalem. "The new tunnel will connect with the Jerusalem Ring Path. The work currently in progress includes road construction, the installation of blowers and advanced security and electrical systems to make the tunnel safe for the public to pass through throughout the year.
